“How does the same solution hold up in another part of the world? For example, if you are solving for fire-fighters in Los Angeles, how can ones in China implement it?”

Twist 2, Saturday 4:30 AM

Same product, any country.

The product does not change; six adapters do.

Every country has its own words for ‘leave now’, its own emergency number and its own rules on AI and data. VoiceFlare keeps the human key and swaps six adapters. Built for Los Angeles and Chongqing; profiled for Japan, Greece, India and Australia.

Puts the Beibei scenario on the board. It replaces the current run; the twist log is kept. Or open the board as it is.

Six adapters, six places

Pick a place. The red slots change; the white rules never do.

Word for an order
转移指令 Relocation order
Who approves
The district forest fire headquarters (森林防灭火指挥部) duty leader; a township head may act on the spot
Number in every call
119also 120 ambulance, 110 police
Public channel and dose
12379 SMS, WeChat and village loudspeakers; dose from carrier SMS audiences
Voice and AI model
A registered government line; a CAC-filed domestic model, hosted in-country
Privacy and maps
PIPL consent; GCJ-02 basemaps with an approval number (审图号)

Never changes, in any country

The six rules in full
  • A named human approves
  • The edge is asked first
  • The dose shows; the hold sends on time
  • Only approved words are read
  • A canary checks delivery
  • Silence gets a door knock; the ledger keeps it all

Six things that never change

They are the safety properties, and they are what travels. They run the same in Chongqing, Ōfunato or Rhodes as in Los Angeles.

  1. A named human approves

Every directive has a named approver. Models and feeds only propose.

  2. The edge is asked first

Before an order wakes a zone, people at its edge are asked what they see.

  3. The dose shows, the hold sends on time

How many people the polygon wakes is shown before the send, and the hold sends on time if nobody decides.

  4. Only approved words are read

The agent reads only approved text, in the person's language, and says it is an automated voice.

  5. A canary checks delivery

One phone inside the polygon and one outside report whether the alert arrived where it should.

  6. Silence gets a door knock

No answer becomes a door-knock row, and every decision goes in the ledger with a name and a reason.

Six adapters: Los Angeles and Chongqing

Each row is one slot. The words, the number, the channel, the model and the data rules are local; the rules above them are not.

What each adapter holds in Los Angeles and in Chongqing. Both are built; the Chongqing column is the Twist 2 change.

Ladder words

Cal OES standard terms: Evacuation Warning, Evacuation Order, Shelter in Place, Lifted.

Colour warnings (blue, yellow, orange, red) are hazard levels, not evacuation states; moving people needs a separate relocation order (转移指令). Never auto-promote a red warning into an order: the human key matters more, not less.

Decider

The overnight supervisor of the city or county alert desk; the duty officer approves

The county or district forest fire prevention and suppression headquarters (森林防灭火指挥部) duty leader or the front-line command post; under Chongqing's 2026 regulation a township or street head may act on the spot (临机处置权), and the act is reported upward

Emergency number in every call

911One number for everything

119No single number: 119 fire and rescue, 120 ambulance, 110 police, 122 traffic; 12345 is the non-emergency government line

Public channel and dose

Wireless Emergency Alerts through FEMA IPAWS; county mass notification

Dose: the population inside the polygon, shown before the send.

National Emergency Early-Warning Information Release System (国家突发事件预警信息发布系统, CAP-based): 12379 SMS, WeChat, village loudspeakers (大喇叭), TV and radio; carriers must carry government warnings free of charge

The dose preview counts 12379 / carrier targeted-SMS audiences by base-station area instead of WEA cells.

Sentinels

Enrolled residents, CERT members and block captains at the zone's edges.

Sentinels become the existing call-and-respond (叫应) practice: ring the named village or community relocation leads (转移责任人) and grid workers (网格员) at the zone's edges and require an acknowledgement.

Voice and AI model

Retell AI over the US phone network; browser phone fallback

Claude through the Anthropic API

A registered, number-authenticated government line through a domestic carrier or cloud platform (no Retell); one canary phone on each of China Mobile, China Telecom, China Unicom and China Broadcast Network; every call opens with an AI-voice disclosure (CAC AI content labeling measures; GB 45438-2025)

Claude is not available in mainland China (Anthropic supported regions). A CAC-filed domestic model, hosted in-country, sits behind the same eight tools and the same verbatim-relay rule (Interim Measures for Generative AI Services, 2023)

Privacy

California privacy law; the FCC treats AI voices as artificial voice under the TCPA, with an emergency-purpose exemption

PIPL: last-seen locations and health needs are sensitive personal information (Art. 28) needing separate consent (Art. 29) unless the emergency basis applies (Art. 13(4)); vulnerable residents are pre-registered with named help-responsible persons (Chongqing 2026 regulation, Art. 8); everything stays on in-country government cloud

Maps

Esri and OpenStreetMap tiles, WGS-84

Public maps need an approval number (审图号); approved providers use GCJ-02, where raw GPS lands about 100-700 m off, so coordinates are converted at render time (Tianditu uses CGCS2000)

Last mile

No answer becomes retries, a call to a linked contact, then a door-knock row for the quick response team.

Last mile is human: WeChat official-account pushes, village WeChat groups, loudspeakers, and the printable door-knock sheet for cadres.

Scroll the table sideways to see both columns.

Floods, in all six countriesThe same ladder for rising water: official warning words, deciders and lessons, from Pune to Lismore.

China, worked through: Chongqing

The twist asked how firefighters in China could use this. Chongqing's 2022 mountain fires, and the law that followed, already have VoiceFlare's shape.

The Beibei fire, August 2022

Started
22:30 on Aug 21, 2022, in Xiema subdistrict on the Jinyun Mountain side of Beibei
Moved
More than 680 households (1,800+ people) relocated, as reported by the Ministry of Emergency Management
Responders
More than 14,000, in the same report
Out
All open flames were out at 08:30 on Aug 26

Then the law changed

Chongqing's Natural Disaster Evacuation Regulation, in force since Aug 1, 2026:

  • An immediate relocation directive is required when a forest fire may endanger life.
  • A township or street head may act on the spot (临机处置权) and reports the act upward.
  • Vulnerable residents are pre-registered with named helpers (Art. 8).

VoiceFlare's shape, in China's own practice and law

A named decider, an acknowledged edge, and a linked contact for the person who cannot leave alone.

  • In Chongqing

A township head acts on the spot and reports upward

    In VoiceFlare

    A named decider

The human key: one named person approves the order, and the ledger records the name and the reason.

  • In Chongqing

Relocation leads (转移责任人) and grid workers (网格员) must acknowledge: 叫应

    In VoiceFlare

    An acknowledged edge

The sentinels: before an order wakes a zone, the people at its edge are rung and asked what they see.

  • In Chongqing

Vulnerable residents are pre-registered with a named helper

    In VoiceFlare

    A linked contact

When a resident does not answer, the agent retries, then calls their named helper; a door-knock row comes last.

The Chongqing scenario on the board

  • Five Beibei zones on the 2022 fire's ground, with Chinese directives from the China profile.
  • Sentinels who are grid workers and relocation leads.
  • Grandpa Zhao, whose named helper is Phone 1.
  • A wrong polygon of central Chongqing (about 10 million people, an estimate) for the hold.

Try it in 20 seconds

  1. Load the scenario with the button below.
  2. On the board, approve a Warning for Tiansheng (天生街道).
  3. Calls go out with the Chinese directive and 119, and every decision lands in the ledger.

Puts the Beibei scenario on the board. It replaces the current run; the twist log is kept.

What Xiema hears first: the order as the call reads it, a demo paraphrase and not an official text

转移指令 Relocation order

English gloss: Beibei District government, emergency relocation notice. The mountain fire threatens the Hutou village area of Xiema. Everyone there, relocate now by the designated route and do not go back for belongings. For help, call 119 or your village (community) officials.

Maps: store WGS-84, convert only to draw

Approved basemaps in mainland China (AMap, Tencent) use GCJ-02, a shifted datum, while phones report WGS-84. Draw raw GPS on a Chinese basemap and it lands about 100 to 700 m off. VoiceFlare stores WGS-84 always and converts only when it draws, so who is called first and which sentinels are asked are always worked out in one datum.

One ladder, six sets of words

VoiceFlare stores six states. Each place has its own words for them, on the phone and on the board, and a named human approves every step up.

Each state's local label, by place. Under each state: the hackathon's ladder words for what the desk does there.

In China a red warning is a hazard level, not an order. Moving people takes a separate relocation order (转移指令), and VoiceFlare never promotes a red warning into one on its own: the human key matters more there, not less.

Four more countries, already profiled

The same six rules with each country's own number, decider and alert channel. Every profile lists its sources.

  • Ōfunato

    Ōfunato, Iwate, Japan

    The call says119

    Worked example
Ōfunato wildfire, Feb 26 to Apr 7, 2025: about 3,370 ha, Japan's largest since 1964; one death; 226 buildings burned; at the peak, evacuation instructions (避難指示) covered 1,896 households (4,596 people) in 17 districts
    Who approves
The mayor (市町村長) issues and lifts 避難指示 under the Disaster Countermeasures Basic Act, Art. 60, and reports each one to the governor; the fire chief recommends
    Warning system
Municipal disaster radio (防災行政無線), cell-broadcast emergency mail (緊急速報メール) on every carrier, and L-Alert to broadcasters; J-ALERT carries national alerts, not municipal fire orders
    Numbers
119 for fire and ambulance, 110 for police; no single all-hazards number
    What changes in VoiceFlare
    • Every message carries the alert level and colour, e.g. 【警戒レベル4】.
    • Only the mayor (or the official the local disaster plan names) approves an order or a lift; the ledger records the legal basis and drafts the report to the governor.
    • Easy Japanese (やさしい日本語) and foreign-language calls for residents and visitors.
The order call, in Japanese: a demo paraphrase, not an official text

  • Rhodes

    Rhodes, Greece (EU)

    The call says112

    Worked example
Rhodes, July 2023: about 19,000 people moved (about 16,000 by land, 3,000 by sea) from 12 villages and hotels, many of them tourists, in what the civil protection ministry called Greece's largest wildfire evacuation; orders went out as 112 cell-broadcast messages
    Who approves
Two named roles: the mayor (one municipality) or the regional governor decides an organized evacuation on the fire service's recommendation (Law 4662/2020); the General Secretariat for Civil Protection sends the 112 message
    Warning system
112 cell broadcast (EU-Alert under Article 110 of the European Electronic Communications Code), in Greek and English
    Numbers
112 is the EU-wide number: free, 24/7, in Greek and English
    What changes in VoiceFlare
    • The approver splits in two, as Greek law does: who orders the evacuation and who sends the 112 message; the ledger records both and the decision number.
    • Every order names a destination, as 112 does ('evacuate now towards Lindos').
    • Tourist languages on calls: English, German, French and others.
The order call, in Greek: a demo paraphrase, not an official text

112 · Αν βρίσκεστε στην περιοχή zone, εκκενώστε τώρα. Δασική πυρκαγιά στην περιοχή σας. Ακολουθήστε τις οδηγίες των Αρχών. (άσκηση)

  • Odisha

    Odisha, India

    The call says112

    Worked example
Cyclone Dana, October 2024: landfall between Bhitarkanika and Dhamra on the Odisha coast (Kendrapara and Bhadrak districts)
    Who approves
The District Collector and the District Disaster Management Authority order evacuation; the state emergency operations centre runs the desk
    Warning system
SACHET, NDMA's CAP-based integrated alert system (built by C-DOT), geo-targeted SMS in many Indian languages, plus cell broadcast
    Numbers
112 (Emergency Response Support System) reaches police, fire and ambulance
    What changes in VoiceFlare
    • Directives in Odia and Hindi as well as English; 112 in the agent's emergency line.
The order call, in Hindi: a demo paraphrase, not an official text

  • East Gippsland

    East Gippsland, Victoria, Australia

    The call says000

    Worked example
Black Summer 2019-20: evacuation warnings for East Gippsland on Dec 28, 2019; thousands sheltered at Mallacoota
    Who approves
The incident controller issues warnings under the Australian Warning System
    Warning system
Emergency Alert (SMS and landline voice by area), the Australian Warning System, and the national public warning cell broadcast
    Numbers
000 (Triple Zero); 112 from mobiles reaches the same service
    What changes in VoiceFlare
    • The Australian Warning System's three levels map directly onto watch, warning and order.
The order call, in English: a demo paraphrase, not an official text

Emergency Warning – Bushfire – Leave immediately – zone. You may be in danger and need to take action immediately. Any delay now puts your life at risk.

The Collections line, in any country

Museums, libraries, archives and collectors get the same verified warnings, and a way to ask for help moving what cannot be replaced while there is still time. Lives first, always. It rides the same six adapters, so a library in Odisha hears 112 and an archive in Chongqing hears 119.

  1. Ordinary Tuesday

Institutions and collectors enroll, keep a short grab list of priority items, and answer a monthly test call.

The list is theirs; it is shared only with the response team.

  2. Warning

The call reads the approved warning first, then asks whether they need help moving priority items while there is time.

Salvage requests rank below every life-safety request.

  3. Order

The call reads the order and says leave now. A request for help after the fire can be logged.

Never offer salvage under an order; never tell anyone to stay for objects.

  4. After

Salvage requests go to heritage responders while there is still time to save wet or smoke-damaged items.

The agent never promises that anyone will come.

  • A 3 AM warning, three works saved

Altadena (Eaton fire), January 8, 2025

Collectors Joy Silverman and George Bermudez had a warning, not an order: an alert woke them at 3 AM and they packed three artworks. The house and the rest of the collection burned.

At Warning, the call reads the approved warning, then asks once whether they need help moving their grab list; a heritage team gets the request while roads are open, ranked below every person.

Source: hyperallergic.com (opens in a new tab)
  • Art handlers could help only before a zone turned red

    Los Angeles, January 2025

Fine-art shippers pulled work out of yellow (prepare to leave) zones but would not enter red ones; one storage firm had 5 to 10 times its normal requests in the first week.

The salvage window is the Warning stage, so the request goes out then, with the zone, the address and the grab list, not after the order.

Source: theartnewspaper.com (opens in a new tab)
  • An alert at 10:45 AM, a collection gone by afternoon

    Pacific Palisades, January 7, 2025

Collector Ron Rivlin got his first alert at 10:45 AM, judged the fire would not cross Sunset, and left with three Warhol prints; hundreds of works, about 30 of them Warhols, burned.

A call that reads the approved warning and asks a direct question ("do you need help moving your list?") turns a judgment call into a plan while there is still time.

Source: adn.com (opens in a new tab)
  • Why the agent never says "go back"

    Altadena (Eaton fire), January 2025

Artists Adam and Caitlin Ross went back into the flames once to pull 11 paintings, then watched their studio burn; about 5,000 works were lost.

The agent never tells anyone to stay or go back for objects. Under an Order the only instruction is to leave; a request for help is logged for after the fire.

Source: theartnewspaper.com (opens in a new tab)
  • The backup burned with the archive

    Pacific Palisades, January 2025

More than 100,000 Arnold Schoenberg scores and parts at Belmont Music Publishers burned, and so did the digital backup kept on site; the originals in Vienna were safe.

Enrollment on an ordinary Tuesday is when a holder writes the grab list and says what cannot be replaced; VoiceFlare keeps it with the household, so the warning call can act on it.

Source: classicfm.com (opens in a new tab)
  • A week of rain in Pimpri-Chinchwad

    Pimpri-Chinchwad, Pune, India, June 29 to July 8, 2026

After a week of continuous rain (268 mm in 24 hours at Chinchwad), water reached first floors in Tanajinagar, Keshavnagar and Laxminagar and more than 1,500 people were trapped. In India's 2018 Kerala floods, more than 225 public libraries were hit.

River levels and dam releases give hours of notice: riverside homes, libraries and collectors get a call at Warning in their language, with the collections question asked while the water is still rising.
